Ukraine: Port of Yuzhny - P&I Surveyors not given access to vessels

The Club's correspondents in the Ukrainian port Yuzhny have now reported that the port authorities have banned surveyors appointed by P&I club interests to attend vessels in the port by refusing, or revoking, access permits to all areas of the port. The issue has now been taken up at IG level and contacts with Ukrainian officials are being undertaken with a view to resolving or easing this ban.

In the meantime, the ban creates difficulties for owners and charterers who may require surveyors or experts to attend to protect their interests. This is particularly true with regard to iron ore cargoes where the trade is growing and compliance with the IMSBC Code is paramount. When surveyors are required, members should insist that they be allowed to attend, and should document any refusal by way of a Letter of Protest to the port authorities.

Members are requested to contact the Club as soon as possible if there is any instance of refusal by the authorities of surveyor attendance.
